A Restatement  of  Democratic Licence



Propoosal  to a Troubled  Community



Action to be  taken  to prevent  future urban civil unrest




            Continued  violence  of a  blatant sectarian nature has  sparked  once  again  in the  North  of  Ireland  In Belfast  and  Carrickfergus  the  sectarian crowd incensed  by  the  seeming erosion  of their control in  the  community are  now  engaged  in violent  displays  of  force  against  a backdrop of  seeming resignation that the search  for democracy will be long and  hard.   This  concept  is a bitter pill to swallow  for those  who are after  all the  inheritors of  the  legacy of  Irish settlements  Their  democratic  right to protest is  not  under  question,their  democratic right  to present  forcible argument  to justify  their  stance  is  particularly sought  after  within the context  of  a  rule by the people for the people which many define  as  democracy.  Issues  which  surround  the  maintenance  and  pretense of  democracy are  in place  and  the  confines within which people can work are getting  more  and  more  constricted not  simply because  the  terms  of their  remit are indeed fundamental  but  because  they  have such a long way to come to accept the tenets of a simalcre democracy.



Under  the umbrella  of  demos, many democracies  have  survived  which are  as  different  as  they are complex The  keynote  principle  for demos to survive  is  that  the  majority rule with  a corporate cutting  of  the corporate cake  in equal measures for each citizen.  Rules to enforce this  underlying principle  of democracy have  from time to time necessitated the  imposition  of  rules  ab  initio  to provoke  the spirit of  democracy.

It  would  seem to me that  the flag waving and  the colour of the flag  is  now  part of the core  which  will resemble that kick start . Its  wholly repugnant  to those who perceive  in democracy the  erosion  or  whittling away  of  their so called  democratic  right  to fly a  flag ,which has already been voted upon as devisive in our democratic world  .

How the  vote developed  must  ultimately be  a question  of  historic retrospection  and  the  preamble  for votes which go against the grain  or  supposed run -of -play can  be  down  to skulduggery or cheating   or  simply a  mindset change fundamental in the kick-start approach  to  a quasi democracy.


Acceptance  of  embryonic rulings  in a fledgling social state like  our young democracy must  be prdent, fundamental and primordial if the  descent  into violence  and  brute force is  to be  avoided


Justification  for  violence  is  never countenanced because  we  have  the vestiges  with us  still Those elements  in  our society more  prone  to the imposition of  their will than  any grain  of  adherence  to the  principles  of democracy. Propaganda  has  made  that element  of  society  forget the  horrors they reigned  down  on  citizens  whose  only intention was  to stay alive and  survive.

Those  days  recede  from the  minds  of  those  who perpetrated  the atrocities ,their  collective  ‘oublie’ is  now  seen as  their  greater fault since  belief  in the  use  of  violence to achieve political expedients now looks  tawdry and  vulgar.  The  pain felt  for those whose  wasted lives were dismissed as  for the cause still exists but  its  impact  now  centers around  its  placement  in the date machine  of  history alas for the dead and  the Great War.



The  understanding that  events  are  but  cast  differently  now  provokes  the questions  of  maintenance  of  the  procedure  so erroneously conceived  and  so  hastily invoked  but  kick starts have  always  been  exactly  that.  If  they were  programmed  then  perhaps  events  may have  differed  but  start they have and  real they are . The question that  the violence of recent weeks  has  provoked  is  not what can be  destroyed but what  means  must  be  used to support this edifice now . The  kick start has  ended and  we  are  ready  for the embrace of  democracy as  previewed  in the  Good Friday  ethos agreement however  flawed.


Coming to terms  with eventual change will not  be  possible  for many and they will proceed  to their graves  convinced  of their  righteous path so  well trodden  by  their  kith and  kin  from yesteryear. The  pain of  change will be  so  marked  by deception that  ire will become  more exacerbated  and  pronounced  in a  true Ulster fashion of the  old  bombasts. However the  pain suffered by these  loyalists will be  tempered in others  by the  explicit  statement  of  logic ,the  logic of  democracy. The  cruel subtlety of  democracy . When  society unites and  votes for  unity with the  Republic  then  the  logical extension applied  to democracy will be  adhered to .Democracy in this case is a subtle weapon  and  the  Unionist leader  has  called  it  right  when he refers  to the  nibbling away  and  constant  erosion The  subtlety of this  democracy  means  that  under the cover  of  social interaction and  progress those  willing to accept  allegiance  with  one  foot  in either  camp will fall apart split  in the  middle  because  blinded and  clouded  by history they  can’t  decide . Our  future  is  not  for those  who can’t  decide  our  history now  is  for  progress into a desert where  the  outcome  is  not  assured  but  the  effort  has  to be made.


Nothing has  come  easy  to this  community which seeks  on  one  hand  to forget the  past  and  on the  other  knows  the  rules  of society  there  is  no place for  mediocrity in thought  and  for  too long  we  have  let  the  mediocre parts of  our society dictate  the  trend  and  they  never  really had  the  common  man  in  mind  but  more  so an effigy  they  concocted  bearing the scars of  their  prejudice let  that  be  a  thing  of  the  past  as  we  now  move  to put  a  concrete cover  on  our  promulgations and  this  is  the  sense  of  my article  .


The  current  standing  of  the state authorities has  created disdain and  the removal of disdain from its  primary source however the state  has  maintained  its  bargain with the community  in terms of  state  payments  and  grants  for  adherence  to the  seeming unwritten rules  We pay  our  tax  our  tax is  used  by the state  to settle debts  of  state  and  the rest .This  unwritten understanding allows  society  to dis guard their innate  responsibility in the  upkeep  of those  less able to survive in this  cruel world . However  it  is  a  giving  society when  paralleled with  other  Western  countries ;Care  of the elderly and  the  handicapped is  sacrosanct and  yet  on occasion  this  is  put  on the back burner  to resolve  trivial errors of  budgetary accounting  in other  areas of the social sphere.

In  this  vast  panoply  of  social benevolence  is  the  rule  that  we  contribute  when  we  can and  reluctantly  at  that  but  we  will contribute  to the  measure of  our  capacity When  the  capisty is  stretched  we  hope the society interprets this  inability as  merely a  temporary glitch  in  our  process through living Where  we  adopt  the  sentiment  that  our personal aims  are  indeed more  important than  the society from which we are sprung then  we  have a problem  and  all the  more so because  we  are  already  the recipients  of  state  assistance  in whatever  form . Chapter  1


Well now this  will not take to long says  you  and  you  may be  right  but  listen and  hear what has  to be  said  in the next few pages and  tell me  if  this  in not just the  strangest  thing  ever


Now  the  central  player  in this  story  didn’t set out  to be a  player  in  history  nor  is  he  in fact  but  you could ask the  question  who amongst  us  is  ever the real leader of  the  next  generation  or  even a  player  in the  match    What may  be  asked  of  each  and  every one  of us  is  Did  we  know  our place  in such and  such an  event  and  did  we  effect its  outcome   If  you  care  to look at  these  mind numbing events  the  you  might  be  stumped to find  any that  really  matter or  that were  of  interest in  your  little  lot  or  wider  We  are  asking ourselves  where we  when  such and  such a  body died  was  killed  or  just  left any other  notable  events are  television based  what  were  we  doing when  the  likes  of  bombs were going off in Belfast  in oxford  street  when  did  we  see a  body bag  with contents  and  did  it  really  hit  home  or  who could  have shielded us  from such  events as  the  siege  during the  snooker match  it was good  fun  and  great  TV  , sunny day  good  teams on  site  and  fine  white buildings  to get  contrast  and  movement  .Would  it  have  been  the  same  if  the  days  were  wet  and  dull with  persistent  rain  and  even  foggier  detail . Camera teams  seem  to do better on  sunny  days  but  this  seems  like  digression  from an  original line  which  must  nay  waver  if  this  story  is  ever  to cause personal meanderings and  reflection  on  great events


The central character  would  not  have  been  involved  in this  event  had  it  not  been  for  a  great shortage  of  coconuts  wherewith  to enjoy  too many  pints  of  lager  and  the  drunken evenings which followed however decrepit this may have seemed  To achieve this  so banal requirement  he had  often to make  calls  on old friends  in pubs and bars  as distinct from men’s’ clubs and  gentlemen’s clubs  This  need  to visit  those with the possibility to bestow work was also accompanied by visits to agents  in the  job market which concentrated on the  ability to count  up look at figures  look at results  and  give out a pretence  of  being educated to a  level where you  could command a certain fee and  the agent  could justify his  gigantic fee   but  like the  spider and the fly  the really lucrative  contracts  for  short  to long term contract work was  not that plentiful or at least not as plentiful as  was needed to meet the requirements of rent  lunches  cigars  all material needs  to some and  primordial needs  for others  In this  exchange of competence  and  ability  the  hate hate relationship was evident  The agent  often hated to use  someone  but they  had  none  else  with the degree of capability and  no one else  was  prepared to take the  stipend  offered unless they could  do something  else .


From time to time ,the  agent was often the  victim of his  employees success and  a good employee could earn lots  more by working for  old  clients  of the agents  for short term stuff or  pressure work needing perhaps a fortnight close to Christmas .There were  agents  who relied on this same  precarity  to engage an employee in well rewarded work but the employee remained  stuck to a  rate well inferior to that which the  client  expected


it  was  no surprise that the client would ask  the employee if  he  could see hs way  to joining the staff albeit  for a short  period  in order to avoid the tax  and  profit charged  by  the  agent . Next  to  estate agents  job agents had  the  victor ludorum for being the  most  unscruplous set of  banditos in all London town  but  estate  agents  wre  always going  to be  hard  to beat  for  their  lack of  scruples ; This  being said  agents were  like  poachers turned gamekeepers but  they  possessed acumen  and  staying  power in a community where  longevity was  measured by  the  day  and  the humour of the employee ut  would never do to be  too avid  as  the reward never  fell to the employee but to a company or business who could at  any minute dispatch the  employee to the  scrap heap without  notice at the  simplest of  notice

Luckily  the rules  for contract and  temporary work are soon learned and  never to be forgotten  in a town where the memory of things  that  go bad  is a lot more keen than those that go well . London had  always suited this  freedom of  employment  and even in the best days  London would even pay staff whilst they were between assignments  I  never  experienced such  largesse but  I  know  of  several who did.


This  has  little or  nothing  to do  with  the  inner spirit of this narrative  and  perhaps  its  diverging  from the  subject  big time  for  many readers but  its  important  to emphasise the transient  nature of  a seemingly  important  role  and  this  transient  nature was well paid  but about as secure as vaseline on a tyre jack.


My agent , A  lowland Scot with  the  politeness inherent  in folk  from cow pastures and  continual rain never really  had  trouble  getting  me  into employment; Its  not that  I feared work but  I did  have a  deep suspicion  of  ever working  for  nothing  ,yet later years have  shown  that  working  for  nothing  is a  mental disease often  associated with  devotion and  primordial pecking  order in the human  species


Saying such a  thing  is  pompous  but  I  have known  the  rush of  blood  to the head  to please someone or a group with that bit extra effort; my agent  never  merited such devotion but  he was   formed in the basic lexicography of  London at the time we speak of  namely  the middle eighties and  the early  nineties .Jobs were  not in short supply  and  this lowland Scot  wasn’t  afraid  to lubricate  the wheels  that made  the other wheels go  round  and  if that was  a chargeable pursuit then  so be it   A function  of the  system and the wheels keep turning for the benefit  of  all  The short term benefit  to all reigned  over the  permanent  nature of  employment  in towns  like  Manchester or  Sheffield or even  Belfast  Goth Forbid.
